Children and Youth Behavioral Health Initiative

The Children and Youth Behavioral Health Initiative (CYBHI) Fee Schedule is a California state program that allows public schools to seek reimbursement from health plans for certain eligible wellness and mental health services provided to students during the school day.

This helps school districts sustain and expand student wellness supports at no cost to families.

Oceanside Unified provides schoolwide wellness, social-emotional learning, and mental health supports that help students build skills such as coping, emotional awareness, self-regulation, and healthy relationships.

If you provide consent, the District may submit a claim to your health plan only if your child receives a qualifying service under the state program. There is no blanket claim submission, and insurance is not used “just in case.” Participation is voluntary.

Examples of services that may qualify include:

• Classroom-based social-emotional learning and life skills lessons
• Small group supports focused on coping skills or peer relationships
• Behavioral health screenings or assessments, when appropriate
• Short-term early intervention supports
• Individual counseling provided by licensed school-based clinicians

• No deductibles
• No out-of-pocket expenses

State law prohibits health plans from passing any costs to families for services covered under this program.

No. Providing insurance information will not change or reduce your existing insurance benefits.

If your child does not receive an eligible service, no claim will be submitted to your health plan.

No. Students can continue receiving school-based wellness and mental health supports at no cost even if you choose not to provide insurance information.

However, without consent, the District cannot access reimbursement that helps sustain these supports for all students.

Reimbursement helps the District:

• Sustain school-based wellness centers
• Maintain licensed clinicians and wellness staff
• Expand prevention and early intervention programs
• Reduce reliance on limited general education funds

Family participation helps preserve and strengthen these supports districtwide.
