Children and Youth Behavioral Health Initiative
Supporting Student Wellness at No Cost to Families
Oceanside Unified School District provides school-wide wellness, social-emotional learning, and mental health supports to help students build important life skills such as coping, emotional awareness, self-regulation, and healthy relationships.
Many of these supports are available to all students as part of our commitment to whole-child education.
What is CYBHI?
OUSD is participating in a statewide initiative called the Children and Youth Behavioral Health Initiative (CYBHI) Fee Schedule.
This program allows school districts to seek reimbursement from health plans for certain eligible wellness and mental health services that are already being provided to students during the school day.
There is no cost to families.
Claims are only submitted if a student receives a qualifying service. There is no blanket or automatic submission.
How It Works
1. Student Support
Students receive wellness and mental health supports at school.
2. Family Consent
Families provide consent and insurance information (if available).
3. District Review
The District reviews whether a service qualifies under the state program.
4. Eligible Services
If eligible, the District may submit a claim to the student’s health plan.
Important Information for Families
- No cost to families.
- No co-pay or out-of-pocket expenses.
- No change to your insurance benefits.
- Students can continue receiving supports regardless of participation.
What Types of Supports May Qualify?
Examples of supports that may qualify include:
- Classroom-based social-emotional learning and life skills lessons
- Small group supports focused on coping skills or peer relationships
- Behavioral health screenings or assessments when appropriate
- Short-term early intervention supports
- Individual counseling provided by licensed school-based clinicians
Why This Matters
This initiative helps the District:
- Sustain school-based wellness centers
- Maintain licensed clinicians and wellness staff
- Expand prevention and early intervention programs
- Continue providing services at no cost to families
- Reduce reliance on limited general education funds
Family participation helps ensure these supports remain available for all students.
