Intradistrict Transfers (School of Choice)

Applications are submitted via an online process. Parents are notified via phone and email in December when the  Intradistrict Transfer Open Enrollment window opens. Please check your email for these instructions and reminders.  

Important Information

  • If your child is currently on an Intradistrict Transfer and will remain at the same school next year - there is no need to reapply.
  • Must apply if your child is entering kindergarten, 6th or 9th grade and you want them to attend a different school other than their school of residence. TK applications will only be accepted if the student has a sibling currently attending the same school of choice.
  • Applications received during Open Enrollment will be equally considered and not in the order received. All applications that are date stamped within the Open Enrollment period are given the same consideration within their priority categories. 
  • Online Intradistrict Transfer application forms will be submitted electronically this year. However, paper applications will still be available for families without internet access and will be available upon request.
  • Paper applications are available at Oceanside District Office, 2111 Mission Avenue, Oceanside, CA 92058
  • Parents will be notified by the end of May (subject to change) of the decision, either by email or mail via the address provided on the application. Please note, due to high traffic and phone call volume, staff will not be able to return calls regarding applications.  Therefore, we ask that you please DO NOT call to check on the progress of your application.
  • Transportation is not provided for any student approved for Intradistrict Transfer.
  • There will NOT be an appeal process for Intradistrict Transfers.These transfers are approved on the basis of space availability at the school of desired attendance. 
  • Submitting an application does not guarantee enrollment in the desired school. The School Board has approved a random and unbiased process to determine individual selection rankings.  Placement will depend on space availability at the desired site.

ENTERING OUSD - Interdistrict Attendance Permit Application Process

  • Students who already have an approved Interdistrict Attendance Permit do not need to reapply each year. A new application is only required when a student enters TK/Kindergarten or transitions to middle school of high school.
  • Parent/Guardian starts the process with the district of residence.
  • New students to OUSD must attach proof of attendance, grades, and discipline record with the application for Interdistrict Attendance permit from the district they are currently attending.
  • If the desired school of attendance is at maximum enrollment capacity, the applicant may offered another school within OUSD.
  • Interdistrict Attendance Permits may be revoked if a student fails to maintain satisfactory standards in citizenship, academic performance (minimum 2.0 GPA), or attendance (attendance rate of 80% of higher of enrolled days).
  • Please do not call to check the status of your application, as answering these calls takes time away from processing applications.

EXITING OUSD – Interdistrict Attendance Permit Application Process

  • Due to the number of Oceanside students requesting Interdistrict Attendance Permits to non-district schools, students who live in OUSD attendance area will no longer be automatically granted transfers to other districts.
  • Approvals will be made on a case-by-case basis.
  • Parent/Guardian can complete the form at the OUSD Student Services Department. The school sites cannot accept or process Interdistrict Permits.
  • Priority is recognized for continuing students, siblings and for parents/guardians that are employees of the desired district.
  • All approved permits no longer need annual renewal; unless the desired district’s Interdistrict Attendance Agreement states differently.
  • Completed applications may be mailed to Oceanside District Office (Interdistrict Transfers), 2111 Mission Avenue, Oceanside, CA 92058 or emailed to ousd_transfers@oside.us.

About Interdistrict Transfers

In accordance with an agreement between the Board of Education and another school district, an Interdistrict Attendance Permit may be issued to allow a student to attend school outside their district of residence. Approval is required from both the district of residence and the district of proposed attendance.

This process is governed by OUSD Board Policy 5117 and Administrative Regulation 5117.
