Intradistrict Transfers (School of Choice)

Applications are submitted via an online process. The Open Enrollment window for Intradistrict Transfer applications is from December 9, 2024 to February 28, 2025.

Important Information

  • If your child is currently on an Intradistrict Transfer and will remain at the same school next year - there is no need to reapply.
  • If your child is entering transitional kindergarten, 6th or 9th grade, you need to apply for an Intradistrict Transfer for the following school year if you want your child to attend a school other than their school of residence.
  • Only applications received during Open Enrollment will be considered in the random assignment process for Intradistrict school placement.  This is not a "first come, first served" situation.  All applications that are date stamped within the Open Enrollment period are given the same consideration within their priority categories.
  • Online Intradistrict Transfer application forms will be submitted electronically this year. However, paper applications will still be available for families without internet access and will be available upon request.
  • Paper applications are available at OUSD Educational Support Services, 2080 Mission Avenue, Oceanside, CA 92058
  • Parents will be notified by the end of May (subject to change) of the decision, either by email or mail via the address provided on the application. Please note, due to high traffic and phone call volume, staff will not be able to return calls regarding applications.  Therefore, we ask that you please DO NOT call to check on the progress of your application.
  • Transportation is not provided for any student approved for Intradistrict Transfer.
  • There will NOT be an appeal process for Intradistrict Transfers.These transfers are approved on the basis of space availability at the school of desired attendance. 
  • Submitting an application does not guarantee enrollment in the desired school. The School Board has approved a random and unbiased process to determine individual selection rankings.  Placement will depend on space availability at the desired site.

ENTERING OUSD - Interdistrict Attendance Permit Application Process

  • All continuing students approved on an Interdistrict Attendance permit no longer have to apply annually unless the student is entering Kindergarten or moving on to middle or high school.
  • Parent/Guardian starts the process with the district of residence.
  • Students new to OUSD must attach to the Interdistrict Attendance Permit proof of attendance, grades, and behavior from the district they are currently attending.
  • If the desired school of attendance is at capacity, the applicant may offered another school within OUSD.
  • Permits may be revoked if a student does not maintain satisfactory citizenship, academics, or attendance.
  • Please do not call to check the status of your application, as answering these calls takes time away from processing applications.

EXITING OUSD – Interdistrict Attendance Permit Application Process

  • Due to the number of Oceanside students requesting Interdistrict Attendance Permits to non-district schools, students who live in OUSD attendance area will no longer be automatically granted transfers to other districts.
  • Approvals will be made on a case-by-case basis.
  • Parent/Guardian can complete the form at the OUSD Student Services Department. The school sites cannot accept or process Interdistrict Permits.
  • Priority is recognized for continuing students and for parents/guardians that are employees of the desired district.
  • All approved permits no longer need annual renewal; unless the desired district’s Interdistrict Attendance Agreement states differently.
  • Completed applications may be mailed to Educational Support Services Office (Interdistrict Transfers), 2080 Mission Avenue, Oceanside, CA 92058, emailed to donna.omori@oside.us, or dropped off at Educational Support Services.

Guidelines and Other Related Information – Interdistrict Attendance Permits

  • Approvals/denials are made by Student Services and not by school sites. Schools are not to accept or process any Interdistrict Attendance Permit applications that have not been approved through OUSD Student Services.
  • A signed agreement between the outside district and OUSD for Interdistrict transfers must be on file.
  • When an Interdistrict Attendance Permit request is denied, the parent/guardian may appeal the decision within 30 days of the date listed on the denial. They must submit a written letter to the Student Services Department with a full explanation of the basis of their appeal.
  • Students found to be using fraudulent addresses or students who have moved outside the Oceanside Unified School District boundaries without filing an Interdistrict Attendance Permit within 30 days of the change of residence will be immediately dropped and their records sent to the school district where they reside.
  • Athletic eligibility will be governed by CIF regulations.
