Prop H CBOC Duties & Bylaws

H-CBOC DUTIES

The primary purpose of the H-CBOC shall be to inform and advise the public and the Oceanside Unified School District regarding the expenditure of bond revenues pursuant to Prop H.

The duties of the H-CBOC include actively reviewing and reporting on the proper expenditure of taxpayer's money for school construction.  The H-CBOC shall also advise the public as to whether the District is in compliance with the requirements of the California Constitution and shall convene to provide oversight of Prop H revenues.

H-CBOC BYLAWS

At the committee's first meeting on October 30, 2008, the Oceanside Unified School District Prop H Bond Oversight Committee Bylaws were presented and accepted by the members.

Education Code Section 15282 was amended effective January 1, 2014, to provide that all CBOC members be allowed to serve up to three (3) consecutive terms. Additionally, the termination provision is extended to allow the CBOC to oversee the implementation of the bond-funded projects and to be in compliance with Education Code Section 15278. The revised bylaws were approved by the Board of Education at its regularly scheduled board meeting on May 26, 2015.

H-CBOC revised Bylaws were approved by the Board of Education at its regularly scheduled meeting on March 12, 2024. The amendment to the Bylaws allows flexibility in membership qualification and requirements, in an effort to gain full participation in the Committee. Further, amendments provide clarification to current provisions of the Bylaws regarding membership within the Committee. The Committee Bylaws, in Section 10, indicate that the Committee may amend its Bylaws by a two-thirds vote of the entire Board.
