On June 3, 2008, Oceanside voters approved a bond measure authorizing the Oceanside Unified School District to issue up to $195 million in general obligation bonds for school facility improvements, enabling the district to complete the repairs and modernization effort established under the Proposition G bond construction program to provide high quality facilities for all Oceanside students.

The audit firm of Nigro, Nigro White conducted the annual bond program Financial and Performance Audit for 2008-09 fiscal year which ended June 30, 2009. No discrepancies were found. The audit was received and reviewed by the CBOC at the September 17, 2009 meeting and will be shared with the Oceanside Unified School District Board of Education at theOctober 27, 2009 meeting.
The audit concluded that proceeds from the Proposition H bonds were used for the purposes set forth in the ballot measure for authorized school facility improvements. The audit also found that expenditures and financial reports met generally accepted accounting principles and that all public contracting procedures and other compliance requirements were met. During their review, the auditors visited each project site under construction, as well as conducted a detailed review of district financial records and documentation.
The finding of no discrepancies validates the success of the internal controls established by the Oceanside Unified School District and implemented by the bond program management team.

At the October 27, 2009, Board of Education meeting, the Proposition H Citizen's Bond Oversight Committee will present its annual report to the board in accordance with Committee bylaws.
